Deputy Business Ombudsman. He is a seasoned lawyer with more than 15 years of practical experience in cross-border corporate finance, secured transactions as well as in international arbitration and administrative law.

At the Business Ombudsman Council Iaroslav leads the team of 6 investigators. He authored BOC’s systemic reports on 5 topics devoted to the following challenges with the quality of business environment in Ukraine: administering taxes, abuse of powers by law enforcement authorities, competition law and policy, getting access to electricity and fighting raidership.

In 2004-2010 Iaroslav occupied leading positions with international law firms Chadbourne & Parke and Gide Loyrette Nouel. Besides, he possesses significant commercial law reform experience gained with the World Bank and USAID as the expert in such fields as secured transactions (in Ukraine and in Azerbaijan) as well as public finance with emphasis on sub-national borrowings and debt. In particular, in course of 2002-03 Iaroslav was part of the team of experts hired by the World Bank which drafted the text of the Law of Ukraine “On Securing Creditor’s Claims and Registration of Encumbrances”.

In 1996 Iaroslav graduated from the Faculty of Law of Kyiv National Taras Shevchenko University. In 2002, he received Master of Laws (LL.M) degree from McGill University in Montreal, Canada. In 2016 he became Fellow at the Chartered Institute of Arbitrators (London, UK).
